PIA Training on Basic Sign Language cum ASEAN Orientation for Government Information Officers and Media in Region 1 at the Dacanay Hall, City Hall, San Fernando, La Union

The Philippine Information Agency Region 1 organized the training on basic sign language cum ASEAN Orientation for government information officers and media in Region 1 this 25th day of July 2017 at the Dacanay Hall, City Hall, San Fernando, La Union. The seminar with the theme, "Karapatan at Pribilehiyo ng Maykapansanan: Isakatuparan at Ipaglaban"

The participants were acknowledged by Ms. Joanne Dilim, Information Officer, PIA and welcomed by Ms. Sally C. Matoza, CSWDO.

The aim is to communicate with our brothers and sisters having a difficulty in communication.

The newly appointed deputy regional director, Mr. Freddie G. Lazaro, PIA R1, discussed the rationale of the said training, the importance of communication and value of non-verbal communication to our fellowmen with disability.

Ms. Anne Hazel F. Flores, PDO, PIA, oriented the audience with ASEAN, in line with the Philippine hosting of ASEAN 50 here in our country with the theme: Partnering For Change, Enganging the World.

Ms. Joanne Dilim, introduced Ms. Brenda E. Padilla, the resource speaker for the lecture on deafness and deaf culture. She started her talk with the quote, "Love is the language which the Deaf can hear and the blind can see."

She discussed the communication strategies like the sign language, oral communication, speechreading(lipread), cochlear implants and total communication.
Sign language training was next where the participants had their hands-on sign language activities where the resource person instructed how to do the sign language of each letters and numbers and how to communicate thru forming the said letters and numbers thru signs.
Volunteer participants demonstrated on how to use sign language based from the training of basic words and basic greetings that they can apply while enacting their roles as a media.

The training concluded with the talk of gratitude of the resource person and encourage the participants to utilize sign language in communicating with PWDs.

Ms. Miriam Palmes Aquino of PIA closed the event with words of gratitude to the participants and to the trainor for attending the said event.

Theme: "Tara Na, Sama-sama nating abutin ang AMBISYON - Ngayon Na"


The Regional Development Council 1 conducted the Philippine Development Plan (PDP-RDP) 2017-2022 cum ASEAN Roadshows at the Oasis Country Resort last July 12, 2017.
The event was participated by the members of the RDC-1 comprised of the officials from the regional line agencies, local government units, private sectors, civil society organizations and other development partners.
The other guests include students, youth leaders, youth organizations and media.
The event kicked off with a motorcade, then the guests were welcomed by Hon. Juan Carlo S. Medina, RDC Chairperson and Mayor of Vigan City.
From the PIA Region 1, OIC DRD, Mr. Freddie M. Lazaro delivered a talk about the ASEAN at 50: An overview who gave a background view of the history and origin of ASEAN.
The audience engaged with Miss Joanna Dilim of PIA R1, emcee of the event by answering ASEAN related trivia questions and won some ASEAN souvenir items as a prize.
The RDP 2017-2022: Three Pillars were elaborated by the talks of Hon. Francisco R. Ortega III, governor of La Union about Malasakit: Ensuring People-Centered, Clean and Efficient Governance, performance governance is indeed the indicator of the efficiency of how the government do their job that aims for the progress of the life of the common people thru opportunities spearheaded by the government.
Dir. Cherry Melanie A. Diego, CHED, discussed Pagbabago: Accelerating Human Capital Development wherein education, training and health are the investments in human capital as keys to accelerate lives for a better tomorrow thus it is a need to make it affordable for the people to avail at the same time, the education sector must provide access to education assistance like STUFAPs, Student Financial Assistance Programs that provides scholarship programs, student loans, grants in aid, fee tuition in state universities and colleges for FY 2017, cash grants to medical students enrolled in SUCs, UniFAST and other educational assistance programs of the government to help alleviate the lives of the people thru education.
And lastly Dr. Armando Q. Ganal, DOST, presented Patuloy na Pag-unlad: Vigorously Advancing Science, Technology and Innovation.
Continuous innovation of technology but still maintaining care of the nature are the keys for development. There is a need to advocate new technologies or innovation adopted and promoted thru providing assistance on the projects of the people so that the community will be able to have their own livelihood programs that can be their source of income as well as bring opportunities for the people to market their products thru caravans consisting of exhibits, bazaar and the likes.
Director Nestor G. Rillon, NEDA & RDC Vice Chairperson and Hon. Juan Carlo S. Medina, RDC Chairperson spearheaded the unveiling of the PDP and RDP 2017-2022.
The exhibits and video presentations were showcased to have a closer look about the said program.

DA-DAR-DENR-DILG, 2017 National Convergence Initiative for Sustainable Rural Development Summit


Thanks to the Philippine Information Agency for the invitation  to cover the joint project of DA-DAR-DENR-DILG, 2017 National Convergence Initiative for Sustainable Rural Development Summit with the theme "Sustaining Convergence Toward Rural Development" last June 20, 2017, Vigan Convention Center, Vigan City, Ilocos Sur.
            The summit was participated by the agencies that includes, Department of Agriculture, Department of Agrarian Reform, Department of Environmental and Natural Resources and the Department of Interior and Local Government, the leaders had talks about the convergence projects as well as the representatives of chosen DILGs had presented their achievement of their convergence projects thru talks, presentation and exhibits.


            This event was graced by Sen. Cynthia Villar, the chair, Senate Committee on Food and Agriculture, who discussed the innovative projects of the joint agencies for the improvement of the life of the Filipinos especially in the field of agriculture and due to the decline of youth entering the agriculture, she mentioned programs that will encourage the young to be part of the agriculture industry. During the press conference, Sen. Cynthia Villar had answered various queries about some concerns in the agriculture industry.
            Provide educational assistance to the indigenous people and encourage the IPs to take part in the national greening program of the DENR where they  can plant seedlings in the upland and gets paid in doing it, which can be a source of livelihood.
            To double the production of rice by providing good seeds to the farmers to them.
            To control the importation of rice and prevent smuggling of rice to control the low price of rice sold by the farmers.
            To repair and construction of the irrigation system for ten benefit of the farmers.
            and to address the problem brought about by the climate change is to encourage farmers to adjust planting days based on the climate.

            Among the other guests whom I was able to ask question on how to encourage the young sector to engage in the agriculture industry  were Atty. Ranibai D. Dilangalen, DA Undersecretary for Special Concerns and Chair, NCI-SRD Alternate National Steering Committee, who mentioned offering scholarship grants and financial assistance while they are enrolled and during the defense of  their thesis to motivate the young to have an interest in studying agriculture and Usec. Evelyn Laviña, DA Undersecretary for High Value Crops and Rural Credit,  mentioned that it is a great thing if the parents will expose the children on agriculture matters at a young age so that the young will be exposed and inculcate in their minds that there is such a great significance of agriculture in the growth of an individual. Thus I can see that it is indeed a work of convergence of different government agencies as well as involvement of the private sectors  just to be able to sustain agriculture as an essential part of the life of the Filipinos.


            As a background of what the event is all about, on 1999, the National Convergence Initiative (NCI) was created through the joint efforts of the Secretaries of the Department of Agriculture (DA), Department of Agrarian Reform (DAR), and the Department of Environment and Natural Resources (DENR),  develop and operationalize a common framework for sustainable rural development (SRD) that will facilitate the convergence of the resources of the three agencies to maximize the impact on countryside development, complementation of agency initiatives within a defined area under a common intervention strategy is critical in maximizing impact, compared to a situation where these agencies would work independently.
            The convergence of the DA, DENR, DAR and DILG had shown that it is indeed  joint efforts of the said government agencies,  leads to greater things, for a sustainable development of the agriculture industry.
            Thus it is indeed essential too, that if the private sector is interested to take part in the convergence thru their participations in some projects, the government should indeed

The event was a reunion for me and Ms. Ching Pangilinan, the Tourism Officer of San Fernando, Pampanga since I met her during our NCCA & PIA's Heritage Tour in their place last April 29, 2017  and last June 14, 2017,  I was so glad to get to know more of the beautiful people of San Fernando, Pampanga, The event started with Mayor Dong Gualberto, who welcomed the guests in his office and received a PAROL, a Christmas lantern which is an  OTOP of San Fernando, then the City of San Fernando, La Union in return, gave a basket made out of bamboo, the OTOP and some products of the IGP

Ms. Mica Francesca H. Buenaventura,  oriented the guests of what they expect in the tourism of the city then  Ms. Rizalyn D. Medrano, OIC-OSM, introduced what Income Generating projects do to the tourism industry as well as the benefits to the people of each barangay of the city.
As a representative of the Association of Tourism Industries & Networks (ATIN), Ma'am LJ Rosales and I attended the said event and shared our role and partnership with the City Government,  as the private sector involved ourselves in the tourism campaign of the city.


Bamboo as OTOP of the city was given more exposure when the guest where brought at Brgy. Abut, where the bamboo products were manufactured as part of their IGP, and the bamboo baskets and bamboo speaker were a hit to the guests and to capped up the event,
the guests dropped by at the La Union Agri-Tourism Center where they purchased some pasalubong , products of the City of San Fernando and also from the other municipalities of the province of La Union, that they brought home.


Looking forward to experience again the hospitality of the beautiful people of San Fernando, Pampanga since they invited us, to visit their place and in particular, on my part as a blogger to experience their lantern festival as well as to have a pageant coverage for their Miss San Fernando 2018 pageant.
