PIA Training on Basic Sign Language cum ASEAN Orientation for Government Information Officers and Media in Region 1 at the Dacanay Hall, City Hall, San Fernando, La Union

The Philippine Information Agency Region 1 organized the training on basic sign language cum ASEAN Orientation for government information officers and media in Region 1 this 25th day of July 2017 at the Dacanay Hall, City Hall, San Fernando, La Union. The seminar with the theme, "Karapatan at Pribilehiyo ng Maykapansanan: Isakatuparan at Ipaglaban"

The participants were acknowledged by Ms. Joanne Dilim, Information Officer, PIA and welcomed by Ms. Sally C. Matoza, CSWDO.

The aim is to communicate with our brothers and sisters having a difficulty in communication.

The newly appointed deputy regional director, Mr. Freddie G. Lazaro, PIA R1, discussed the rationale of the said training, the importance of communication and value of non-verbal communication to our fellowmen with disability.

Ms. Anne Hazel F. Flores, PDO, PIA, oriented the audience with ASEAN, in line with the Philippine hosting of ASEAN 50 here in our country with the theme: Partnering For Change, Enganging the World.

Ms. Joanne Dilim, introduced Ms. Brenda E. Padilla, the resource speaker for the lecture on deafness and deaf culture. She started her talk with the quote, "Love is the language which the Deaf can hear and the blind can see."

She discussed the communication strategies like the sign language, oral communication, speechreading(lipread), cochlear implants and total communication.
Sign language training was next where the participants had their hands-on sign language activities where the resource person instructed how to do the sign language of each letters and numbers and how to communicate thru forming the said letters and numbers thru signs.
Volunteer participants demonstrated on how to use sign language based from the training of basic words and basic greetings that they can apply while enacting their roles as a media.

The training concluded with the talk of gratitude of the resource person and encourage the participants to utilize sign language in communicating with PWDs.

Ms. Miriam Palmes Aquino of PIA closed the event with words of gratitude to the participants and to the trainor for attending the said event.

Theme: "Tara Na, Sama-sama nating abutin ang AMBISYON - Ngayon Na"


The Regional Development Council 1 conducted the Philippine Development Plan (PDP-RDP) 2017-2022 cum ASEAN Roadshows at the Oasis Country Resort last July 12, 2017.
The event was participated by the members of the RDC-1 comprised of the officials from the regional line agencies, local government units, private sectors, civil society organizations and other development partners.
The other guests include students, youth leaders, youth organizations and media.
The event kicked off with a motorcade, then the guests were welcomed by Hon. Juan Carlo S. Medina, RDC Chairperson and Mayor of Vigan City.
From the PIA Region 1, OIC DRD, Mr. Freddie M. Lazaro delivered a talk about the ASEAN at 50: An overview who gave a background view of the history and origin of ASEAN.
The audience engaged with Miss Joanna Dilim of PIA R1, emcee of the event by answering ASEAN related trivia questions and won some ASEAN souvenir items as a prize.
The RDP 2017-2022: Three Pillars were elaborated by the talks of Hon. Francisco R. Ortega III, governor of La Union about Malasakit: Ensuring People-Centered, Clean and Efficient Governance, performance governance is indeed the indicator of the efficiency of how the government do their job that aims for the progress of the life of the common people thru opportunities spearheaded by the government.
Dir. Cherry Melanie A. Diego, CHED, discussed Pagbabago: Accelerating Human Capital Development wherein education, training and health are the investments in human capital as keys to accelerate lives for a better tomorrow thus it is a need to make it affordable for the people to avail at the same time, the education sector must provide access to education assistance like STUFAPs, Student Financial Assistance Programs that provides scholarship programs, student loans, grants in aid, fee tuition in state universities and colleges for FY 2017, cash grants to medical students enrolled in SUCs, UniFAST and other educational assistance programs of the government to help alleviate the lives of the people thru education.
And lastly Dr. Armando Q. Ganal, DOST, presented Patuloy na Pag-unlad: Vigorously Advancing Science, Technology and Innovation.
Continuous innovation of technology but still maintaining care of the nature are the keys for development. There is a need to advocate new technologies or innovation adopted and promoted thru providing assistance on the projects of the people so that the community will be able to have their own livelihood programs that can be their source of income as well as bring opportunities for the people to market their products thru caravans consisting of exhibits, bazaar and the likes.
Director Nestor G. Rillon, NEDA & RDC Vice Chairperson and Hon. Juan Carlo S. Medina, RDC Chairperson spearheaded the unveiling of the PDP and RDP 2017-2022.
The exhibits and video presentations were showcased to have a closer look about the said program.
