DA-DAR-DENR-DILG, 2017 National Convergence Initiative for Sustainable Rural Development Summit


Thanks to the Philippine Information Agency for the invitation  to cover the joint project of DA-DAR-DENR-DILG, 2017 National Convergence Initiative for Sustainable Rural Development Summit with the theme "Sustaining Convergence Toward Rural Development" last June 20, 2017, Vigan Convention Center, Vigan City, Ilocos Sur.
            The summit was participated by the agencies that includes, Department of Agriculture, Department of Agrarian Reform, Department of Environmental and Natural Resources and the Department of Interior and Local Government, the leaders had talks about the convergence projects as well as the representatives of chosen DILGs had presented their achievement of their convergence projects thru talks, presentation and exhibits.


            This event was graced by Sen. Cynthia Villar, the chair, Senate Committee on Food and Agriculture, who discussed the innovative projects of the joint agencies for the improvement of the life of the Filipinos especially in the field of agriculture and due to the decline of youth entering the agriculture, she mentioned programs that will encourage the young to be part of the agriculture industry. During the press conference, Sen. Cynthia Villar had answered various queries about some concerns in the agriculture industry.
            Provide educational assistance to the indigenous people and encourage the IPs to take part in the national greening program of the DENR where they  can plant seedlings in the upland and gets paid in doing it, which can be a source of livelihood.
            To double the production of rice by providing good seeds to the farmers to them.
            To control the importation of rice and prevent smuggling of rice to control the low price of rice sold by the farmers.
            To repair and construction of the irrigation system for ten benefit of the farmers.
            and to address the problem brought about by the climate change is to encourage farmers to adjust planting days based on the climate.

            Among the other guests whom I was able to ask question on how to encourage the young sector to engage in the agriculture industry  were Atty. Ranibai D. Dilangalen, DA Undersecretary for Special Concerns and Chair, NCI-SRD Alternate National Steering Committee, who mentioned offering scholarship grants and financial assistance while they are enrolled and during the defense of  their thesis to motivate the young to have an interest in studying agriculture and Usec. Evelyn LaviƱa, DA Undersecretary for High Value Crops and Rural Credit,  mentioned that it is a great thing if the parents will expose the children on agriculture matters at a young age so that the young will be exposed and inculcate in their minds that there is such a great significance of agriculture in the growth of an individual. Thus I can see that it is indeed a work of convergence of different government agencies as well as involvement of the private sectors  just to be able to sustain agriculture as an essential part of the life of the Filipinos.


            As a background of what the event is all about, on 1999, the National Convergence Initiative (NCI) was created through the joint efforts of the Secretaries of the Department of Agriculture (DA), Department of Agrarian Reform (DAR), and the Department of Environment and Natural Resources (DENR),  develop and operationalize a common framework for sustainable rural development (SRD) that will facilitate the convergence of the resources of the three agencies to maximize the impact on countryside development, complementation of agency initiatives within a defined area under a common intervention strategy is critical in maximizing impact, compared to a situation where these agencies would work independently.
            The convergence of the DA, DENR, DAR and DILG had shown that it is indeed  joint efforts of the said government agencies,  leads to greater things, for a sustainable development of the agriculture industry.
            Thus it is indeed essential too, that if the private sector is interested to take part in the convergence thru their participations in some projects, the government should indeed

The event was a reunion for me and Ms. Ching Pangilinan, the Tourism Officer of San Fernando, Pampanga since I met her during our NCCA & PIA's Heritage Tour in their place last April 29, 2017  and last June 14, 2017,  I was so glad to get to know more of the beautiful people of San Fernando, Pampanga, The event started with Mayor Dong Gualberto, who welcomed the guests in his office and received a PAROL, a Christmas lantern which is an  OTOP of San Fernando, then the City of San Fernando, La Union in return, gave a basket made out of bamboo, the OTOP and some products of the IGP

Ms. Mica Francesca H. Buenaventura,  oriented the guests of what they expect in the tourism of the city then  Ms. Rizalyn D. Medrano, OIC-OSM, introduced what Income Generating projects do to the tourism industry as well as the benefits to the people of each barangay of the city.
As a representative of the Association of Tourism Industries & Networks (ATIN), Ma'am LJ Rosales and I attended the said event and shared our role and partnership with the City Government,  as the private sector involved ourselves in the tourism campaign of the city.


Bamboo as OTOP of the city was given more exposure when the guest where brought at Brgy. Abut, where the bamboo products were manufactured as part of their IGP, and the bamboo baskets and bamboo speaker were a hit to the guests and to capped up the event,
the guests dropped by at the La Union Agri-Tourism Center where they purchased some pasalubong , products of the City of San Fernando and also from the other municipalities of the province of La Union, that they brought home.


Looking forward to experience again the hospitality of the beautiful people of San Fernando, Pampanga since they invited us, to visit their place and in particular, on my part as a blogger to experience their lantern festival as well as to have a pageant coverage for their Miss San Fernando 2018 pageant.

Tagudin: taking a look back from where I spent my childhood education
         Tagudin, Ilocos Sur is where I spent my elementary and high school education and this is when I was enrolled in Saint Augustine School and I was trained to write, I always remember what my former teacher, Mrs.Sibolboro, told me that I have potentials in writing thus I have to keep on doing it. Unfortunately, I didn’t pursue writing immediately not until I started blogging. I then incorporate my other passion of photography with writing thus it is just right to look back where I started it all by posting about Tagudin, Ilocos Sur.
           Public Speaking is also a passion of mine and I was trained to speak in front of a crowd during mass and school activities. I was so fortunate to serve in the Saint Augustine parish church.

           A church which is an architecture wonder thru the baroque style constructed thru the initiative of Fr. Gutierrez, prior of Tagudin then continued by Fr. Francisco Hernandez then completed under Fr. Juan Sorolla, who also initiated the construction of other structures like the Convent, now used by Saint Augustine Schoolas well as installed the two sundials, one at the back of the church and within the compound of SAS in 1841 and also the one infront of the Municipal Hall in 1845  (The marker was found to be erroneous since it mentioned 1948 but Fr. Sorollas left Tagudin in 19845)

           Fr. Mariano Ortiz spearheaded some restorations of the church in 1880 then Fr, Geronimo Rubio was the one who initiated of the construction of the belfry located apart from the church in1881 and now beside the eastern building of SAS, my first year classroom was actually beside the said belfry.

 It still stand the test of time and masses are still done inside the majestic church. But as I experienced, what I just find to be awkward is when a funeral mass is done, you will feel like you are attending a mass for a squad who died at the same time since the funeral mass is done at the same time for a number of departed loved ones. I was informed that baptism and weddings are also done the same, but I said it is just ok for a baptism ceremony for a group of christened babies but for a wedding mass to be in a group and also for a funeral mass to be done at the same time, I so find it so awkward but just the same, I have to respect their system in their church.

           Aside from the school and church of Saint Augustine, the Tagudin Municipal hall, Pasalubong Center, Municipal Jail and Municpal Gymnasium can also be found in the town proper of Tagudin.
           The Tagudin Municipal Hall had been utilized during the World War II as a hospital. Thus it was indeed a building with much historical significance.
The Base Hospital

The Base Hospital was transferred to Tagudin, Ilocos Sur on May 27, 1945. Bringing it closer to the frontline where the battle casualties and medical cases were tremendously heavy. Headquarters was installed at the municipal hall while big tents set-up on the town plaza and on the market site as well as the big residential house bordering the town plaza was utilized as hospital wards. Manned at the height of the campaign by military and civilian personnel. This hospital was the biggest installation of its kinds in the country during the Philippine liberation campaign.


           The Farola Lighthouse, the Ambalayat Hanging Bridge, Baracbac Falls, Becques Beach, Tagudan Kubo , the Amburayan River and the Mount Tabur are among the beautiful places you can visit when you visit Tagudin.

O Santa Maria Nalibnoska: A heritage church, a pride of the town but humbled by faith


In Santa Maria, Ilocos Sur, it was always a great thing to check out another architectura wonder which is the Our Lady of Assumption Parish Church but more popular as the Santa Maria Church It is a earthquake baroque in style, designated as a UNECO HERITAGE SITE in December 11, 1993. It is located on top of a hill thus it stands as a pride of the town, wherein according to a legend, the image of the Virgin Mary was in Bulala but it was frequently disappearing and always found in a guava tree located in the hill thus the townspeople decided to relocate the church to its present location in the hill. The construction started in 1756 then the belfry in 1810 but what I find interesting aside from the church and the belfry is the stair going up the church, if you have your own vehicle, you can reach the church with an alternative route at the other side and stops at the back of the altar.
You can see the municipal hall and auditorium as well as a view of the sea when you are looking at the western side of the church and when you look at the eastern side, you can have a look at the old cemetery now covered with bushes and weeds with ruins of an old chapel and graveyards.
Aside from the UNESCO, the National Historical Institute (now the National Historical Commission of the Philippines) installed a marker next to the door of Santa Maria Church following Executive Order nos. 260 on August 1, 1973, 376 on January 14, 1974 and 1515 on June 11, 1978 declaring the Santa Maria Church as a National Historical Landmark. Then when you enter the church, you can see the image of Our Lady of the Assumption, It was made of wood in ornate sculptural style with ivory face and hands. It is 112 centimetres (44 in) tall. Her hands are extended wide and her head is looking upward portraying her assumption into heaven. Her blue cape is decorated with silver floral designs and her white dress is embroidered with gold thread motif. She stands on a pedestal of cloud surrounded by angels’ heads. This image with her bejeweled dress was kept in an elaborate carved wooden chest believed to have used for cargo in galleon ship. Her feast day is August 15.

 Churches in Intramuros, Manila

As a delegate of the event of   National Commission for the Culture and the Arts and the Philippine Information Agency, the Eco-cultural Heritage Caravan Seminar with Onsite Immersion NCCA-PIA Culture & Arts Promotion in Luzon April 25-30, 2017, I made a visit to my former college walled city of Intramuros. As a Lycean, both the Mnaila cathedral and the San Agustin Church were both neighbor places to visit. During my last visit, nothing had changed since Manila Cathedral is still the visitor friendly cathedral while San Agustin Church still remains as the church for the chosen one since the one in charge were still strict as before. But still I visited both places since they both are places for worship and architectural wonders.




Manila Cathedral
Also known as the Manila Metropolitan Cathedral-Basilica, had been a venue for papal Masses in the country, with Blessed Paul VI in 1970 and St. John Paul II in 1981 saying their masses. It is located at Plaza de Roma in Intramuros, Manila and its current rector is Monsignor Nestor Cerbo.
It was initially built as as simple parish in Manila in 1571 by Juan de Vivero, a secular priest, and was dedicated to Our Lady of the Immaculate Conception. Back then, it was simply made of nipa and bamboo. On December 21, 1581, its status was elevated to a cathedral by Bishop Domingo Salazar. The promotion happened two years after Pope Gregory established the Diocese of Manila, which was put under the supervision of the Archbishop of Mexico. The bishop reconstructed it from wood, nipa and bamboo.


San Agustin Church
The San Agustin was the only building left intact after the destruction of Intramuros in WWII. Built between 1587 and 1606. It is the oldest church in the Philippines. The massive facade conceals an ornate interior filled with objects of great historical and cultural merit. Note the intricate trompe l'oeil frescoes on the vaulted ceiling and the tropical cloisters as well as the slightly shabby gardens out the back.
The present structure is actually the third to stand on the site and has weathered seven earthquake, as well as the Battle of Manila. It's an active church and much in demand for weddings and other ceremonies.

Cagayan Valley: a site of heritage and faith in the Philippines
As a delegate of the event of   National Commission for the Culture and the Arts and the Philippine Information Agency, the Eco-cultural Heritage Caravan Seminar with Onsite Immersion NCCA-PIA Culture & Arts Promotion in Luzon April 25-30, 2017, I was able to visit different churches in Tuguegarao City consisting of the Saint Peter Metropolitan Cathedral, Ermita de Piedra de San Jacinto and the Our Lady of the Chartres Chapel  and was also able to visit two other churches in the province located in Lal-lo and in Camalaniugan



Old San Jacinto de Polonia The San Jacinto de Polonia Church is home to the oldest Catholic Church Bell in the Philippines. Camalaniugan Bell is housed on the topmost section of a 3 story square belfry clad in red bricks. The bell, also called the Santa Maria Bell or Bell of Antiquity, was forged on 1595 making it as an antique, the oldest in the Philippines, and in the entire Southeast Asia. A significant heritage passed down by our Spanish colonizer to the proud townsfolk of Camalaniugan. A part of the ruins just beside the Cagayan River is also used as venues for events like wedding reception.
The Ruins of the old church serve as a centerpiece to a public park where locals could relax and spend time and a great venue for pictorials too.


St. Dominic De Guzman Church The church is located in Lal-lo, Cagayan, which was established as Nueva Segovia, one of the first 4 cities in the Philippines, and reigned as Cagayan's provincial capital for over two and a half centuries before the seat of power was moved to Tuguegarao.
The Spanish colonial church stands boldly, clad in red bricks, and situated just along the National Highway. Miguel de Benavides, O.P. Was the founder of the oldest active university in the country but before he constituted the Dominican school, the Spanish friar was elected the first Bishop of the Nueva Segovia Diocese, Lal-lo, the 4th City of the Philippines. Nueva Segovia Diocese was later moved to Vigan and still remains to this day.
Lal-lo is in the works for bringing back the place to its former glory wherein the Lal-lo Municipal Park had posts that shouts-out the places to visit in the place like the Gazebo at the Park, I Love Lal-lo Marker and Lal-lo Municipal Hall just across the back of the church, Tocolana Ruins, Magapit Suspension Bridge and the Cagayan  North International Airport in Dagupan.
Heritage is indeed important to an individual; thus it is needed that they have to continue the legacy of their place, Lal-lo, by making it  as a location of tourism industry.
There are more places to visit in Cagayan and I do pray that someday, I will be able to go back and will be able to capture more memories of visit in the beautiful and faithful Cagayan.
