DA-DAR-DENR-DILG, 2017 National Convergence Initiative for Sustainable Rural Development Summit


Thanks to the Philippine Information Agency for the invitation  to cover the joint project of DA-DAR-DENR-DILG, 2017 National Convergence Initiative for Sustainable Rural Development Summit with the theme "Sustaining Convergence Toward Rural Development" last June 20, 2017, Vigan Convention Center, Vigan City, Ilocos Sur.
            The summit was participated by the agencies that includes, Department of Agriculture, Department of Agrarian Reform, Department of Environmental and Natural Resources and the Department of Interior and Local Government, the leaders had talks about the convergence projects as well as the representatives of chosen DILGs had presented their achievement of their convergence projects thru talks, presentation and exhibits.


            This event was graced by Sen. Cynthia Villar, the chair, Senate Committee on Food and Agriculture, who discussed the innovative projects of the joint agencies for the improvement of the life of the Filipinos especially in the field of agriculture and due to the decline of youth entering the agriculture, she mentioned programs that will encourage the young to be part of the agriculture industry. During the press conference, Sen. Cynthia Villar had answered various queries about some concerns in the agriculture industry.
            Provide educational assistance to the indigenous people and encourage the IPs to take part in the national greening program of the DENR where they  can plant seedlings in the upland and gets paid in doing it, which can be a source of livelihood.
            To double the production of rice by providing good seeds to the farmers to them.
            To control the importation of rice and prevent smuggling of rice to control the low price of rice sold by the farmers.
            To repair and construction of the irrigation system for ten benefit of the farmers.
            and to address the problem brought about by the climate change is to encourage farmers to adjust planting days based on the climate.

            Among the other guests whom I was able to ask question on how to encourage the young sector to engage in the agriculture industry  were Atty. Ranibai D. Dilangalen, DA Undersecretary for Special Concerns and Chair, NCI-SRD Alternate National Steering Committee, who mentioned offering scholarship grants and financial assistance while they are enrolled and during the defense of  their thesis to motivate the young to have an interest in studying agriculture and Usec. Evelyn LaviƱa, DA Undersecretary for High Value Crops and Rural Credit,  mentioned that it is a great thing if the parents will expose the children on agriculture matters at a young age so that the young will be exposed and inculcate in their minds that there is such a great significance of agriculture in the growth of an individual. Thus I can see that it is indeed a work of convergence of different government agencies as well as involvement of the private sectors  just to be able to sustain agriculture as an essential part of the life of the Filipinos.


            As a background of what the event is all about, on 1999, the National Convergence Initiative (NCI) was created through the joint efforts of the Secretaries of the Department of Agriculture (DA), Department of Agrarian Reform (DAR), and the Department of Environment and Natural Resources (DENR),  develop and operationalize a common framework for sustainable rural development (SRD) that will facilitate the convergence of the resources of the three agencies to maximize the impact on countryside development, complementation of agency initiatives within a defined area under a common intervention strategy is critical in maximizing impact, compared to a situation where these agencies would work independently.
            The convergence of the DA, DENR, DAR and DILG had shown that it is indeed  joint efforts of the said government agencies,  leads to greater things, for a sustainable development of the agriculture industry.
            Thus it is indeed essential too, that if the private sector is interested to take part in the convergence thru their participations in some projects, the government should indeed
